remove git tag env from cloud build 
the latest git tag is from helm, so force the make file use of TAG ?=v$(shell date +%m%d%Y)-$(shell git rev-parse --short HEAD)

How to use this image: This image only contains the necessary files in /usr/local and /etc/nginx/opentelemetry to be copied to Ingress Controller deployment when OpenTelemetry is enabled
