feat(observability): comprehensive platform alert rules
Replace ad-hoc forgejo/disk alerts with structured VMRule covering:
- platform-health: ForgejoDown, IngressHighErrorRate, NodeNotReady, PodCrashLooping
- storage: PVCUsageHigh (>80%), PVCUsageCritical (>90%)
- resources: NodeCPUHigh (>85%), NodeMemoryHigh (>90%)
