feat(sizer-receiver): ✨ add GARM WebSocket event enrichment env vars 
Add GARM_URL, GARM_USER, and GARM_PASSWORD environment variables to
the sizer-receiver deployment so it can connect to GARM's WebSocket
event stream for run-status enrichment.
