chore(sizer): 🔧 rename forgejo-runner-sizer to ci-sizer in deployment configs 
- Update container image names to ci-sizer-{receiver,collector}
- Update Dex OIDC client ID and name to ci-sizer
- Template allowed-org as SIZER_ALLOWED_ORG variable
